Would a 4 X 96 W (19") compact fluorescent pendant be enough light to keep an anemone in either a 20 or 30 gallon tank? If so, how high above the water would it have to be?

I just found out that the light I was looking at is only 96W TOTAL, not 4X 96. Won't be nearly enough.
Back to the drawing board.

Boomer in a 20 or 30 gallon tank. Try using a 29 gallon!!

You can place 4x55watt PC's in there. That should be enough to keep most hardier anemone's. Bubble tip or Long Tentacle maybe a Sebae. I have a 29 gallon tank with a Bubble tip in it that is lit like above.

I was looking at a very nice 6" carpet anemone, would have been a brand new set-up, with sand & rock from a well established tank, and about 1/2 of the water would have been from the same tank to help get the cycle going. had a chance for the fixture at a good price, and wondered if it would have been enough to keep the anemone. I just don't think 96w would do it. As you say, 4 55's would work, but I don't have an extra ballast & endcaps available. have decided to pass for now. Maybe later this year.
