I am looking to go from freshwater to saltwater and of course would rather spend money on coral and fish. I consider myself handy. Does anyone have plans to create their own filtration system? sump and protein skimmer...

There are tons of plans available on the web. The sump is the easiest, you can use a rubbermaid tub or a cheap glass tank. I did the glass tank, as I have a large system I used a 55 gallon tank I had laying around, I silconed 1/4" acrylic panels in an over under over placement at one end of the sump/tank. where the water comes from the main tank. Then I had room in the remaining section of the tank to house my protein skimmer, heaters,calcium reactor pump,and return pump intake. I also have a refugium attached to the other side of the sump. My calcium reactor also drips into the sump near the return pump intake. If you do a search in this forum, you may find plans from fellow aquarist, if not, do a search on google.com and I am sure something will pop up.

Plasma, welcome to the hobby. As Katspaw said, you can find a bunch of DIY projects out there. If you do a search under DIY skimmers and such, you'll get a lot of them.
